How Best Value Contracting Works
Projects are publicly advertised and awarded under open,
competitive contracting procedures to the contracting team
offering the best combination of price and
qualifications.

Contracting Teams:
Includes the general contractor and its pre-listed
subcontractors. Pre-listing discourages bid-shopping and
bait & switch tactics which hurt owners and subs.
Pre-listing can be required for major subs, or subs over
a $ threshold (e.g., $500,000). |

Qualifications: These can encompass anything that
impacts the success of a project, including past
performances, management, and craft labor issues, such
as apprenticeship training, safety, and reliable project
staffing. |

Socio-Economic Impact:
By giving credit in the bidding process for
socio-economic factors, BVC has proven an effective tool
for encouraging employment of local workers & local
businesses, developing apprenticeship programs and
promoting minority contractors. |
